The reason for this is because you aren't an Instructor for the course.
Within Blackboard, trainees (staff) are assigned to a course, and an Instructor manages them. Blackboard does not yet support Observation roles. Currently you have the ability to see the full contents of course, though, and when the course closes we'll prepare a report for you of how your staff did.
